遊客雪崩式下降:首爾、富士山,北海道、墾丁!

遊客雪崩式下降,不只發生在墾丁!
今年上半年到訪墾丁的遊客,從2016年的344.3萬人急降到211萬人次,一下子少了132.87萬人次,報紙用了一個「雪崩式下降」來形容。其實這個現象不只發生在墾丁!
這幾天,我參加了由洪三雄先生及陳玲玉律師的一個小旅行,我們到了北海道東北角,沿著鄂霍次克海沿缐城市旅行,我們從女滿別機場進,從釧路機場出,短短四天三夜的旅行,我們走了網走,知床半島,摩周湖,阿寒湖,釧路濕原,丹頂鶴公園等幾個地方。
在盛夏造訪北海道,別有一番感受,到了這個人口不多的小城市,旅行團很少,我們到釧路濕原泛舟,沿途只有我們的兩艘橡皮艇,在摩周湖也只見到零星的觀光客,有一天下午,我們坐船遊阿寒湖,整個湖面只有我們一艘船。
這趟旅行很少看到大陸觀光客,我問導遊,他告訴我,從去年以來,陸客到日本旅遊人數急遽下降,衝擊最大的,一個是富士山,一個是北海道,尤其像北海道,陸客去大的點,如札幌,小樽等地,遊客大約少了三成,一些小點,陸客鋭減超過五成以上,很多以陸客為主的旅館及店家都受到很大影響,遊覽車業衝擊更大。上個月,我們到英國參觀溫莎古堡,等待人園的陸客排了幾百公尺長,也許陸客大遷徏,這是各國必須面臨的挑戰。

A green oasis in the land of the Pharaohs

Cairo's Al-Azhar Park is still going strong and changing its neighborhood for the better 12 years after it was first opened. Built on a rubbish heap, the park gives the crowded city some much-needed room to breath.

Hugging the banks of the Nile River, Cairo was known for centuries as a city of gardens. But recent unrelenting migration to the metropolis made the need for housing a priority and by the 1980s nearly all of the city's parks had disappeared; now primarily only small neighborhood parks available to the elite remain.  
Today, the capital is Africa's largest city. According to Reuters, greater Cairo is home to nearly 23 million people and is set to absorb another 500,000 by the end of the year - more than any other city in the world. The sprawling metropole is home to a quarter of the whole nation's population, which is leading to intolerable conditions all over the city.
Slums full of ramshackle buildings lacking running water and sanitation dot the city and are home to about 850,000 people. The government has said that around 350 of these slums are unsafe - all the more important to have room to breath.
'Islamic Parchitecture'
The Aga Khan saw this as a challenge and went to work to create a "green lung" for the city. For obvious reasons finding adequate space was not easy. But through the Aga Khan Trust for Culture a suitable location was found: a 33-hectare (81-acre) 500-year-old trash and debris dump. Though the site was near the historic Old City, the adjacent low-income neighborhood of Darb al-Ahmar was one of Cairo's poorest and most troubled areas.

To turn the trash heap into a green space required the removal of 80,000 truckloads of fill and smoldering waste. In the process three enormous fresh water reservoir tanks needed to be hidden within the landscape and historically important centuries-old buildings and architectural elements were uncovered and painstakingly restored.
Attractions like promenades, fountains, a restaurant and an artificial lake were created. And finally to give the park with its traditional Islamic landscape life, 650,000 plants were planted.

After nearly 20 years of hard labor the park was completed in 2004 and officially inaugurated a year later.
The $30 million (25.5 million euro) needed to create the park was a personal gift from the Aga Khan to the people of Cairo to commemorate his ancestors, the Fatimid Califs. He donated another $8 million for the restoration of a number of monuments in the area.
The neighborhood project
Though sometimes criticized, the project leaders thought it was important that visitors understand that the park is something of value. For this reason there is a small entrance fee. And today, admission to the park from the nearly two million visitors and restaurant receipts cover maintenance costs.
But even those who do not go into the park have benefited from it and not only through better air. The community has profited from the restoration of a number of surrounding buildings and schools, the removal of mountains of trash and better sanitation and waste management.
The construction of the park gave jobs to locals, and additional programs were created to help the local community in the Darb al-Ahmar neighborhood in the long term. Job training, healthcare facilities, apprenticeships and micro-credit loans to help local shops were all part of the comprehensive concept.
Ultimately the holistic approach to the park and its community has proven itself a stimulus for urban renewal - most importantly without displacing old residents.
The Al-Azhar Park has been a model for a number of recent projects in other parts of the world: the Parc national du Mali in Bamako, the Forodani Park in Zanzibar and the Garden of Babur in Kabul.
The Aga Khan Trust for Culture is now midway through an agreement to manage the property for 25 years, and there are some concerns that when it's turned over to the local government it will underfund the project and the park may lose some of its lustre. But hopefully the regional authorities see how important green spaces are and will continue to back the project.
The impulse behind the initiative
The Aga Khan Development Network (AKDN) has been working on development projects around the globe for over half a century. Today, it is an umbrella organization of 10 separate private for and non-profit institutions and is headed by Prince Karim, the Aga Khan, spiritual leader of the Ismaili Muslims
The organization employs 80,000 people worldwide, of which 36,000 are in Africa, where it is active in 13 countries. In 2017, the group and its partners plan to spend $925 million on various projects ranging from education, culture and infrastructure to healthcare and the living conditions of the poor.
In the next weeks we will highlight some of the Aga Khan Development Network's African projects.

the Northwest Coast Peoples

This model of a long house was made in the 1890s and is carved from wood with painted decoration. It is a replica of a real building from Kayang on the Haida Gwaii islands off the coast of western Canada. Long houses were dwellings for extended families, but also acted as centres for community gatherings. The large totem pole recounts the history of the people who lived in the house – the full-size totem is 12 metres tall and stands in the Museum’s Great Court. http://ow.ly/hbI930dKgfv

Industrialist Jean-Jacques Duval entrusted to Le Corbusier, in July 1946, the reconstruction of his hosiery, founded in 1908, destroyed two thirds in November 1944. The architect took this opportunity to realize a "green factory" Standards of the Radiant City and the Charter of Athens.

Le Corbusier realizes here a fully calculated construction at Modulor, functional, 20% cheaper than a traditional construction. The factory is rebuilt on its original site near the ruined cathedral. Le Corbusier is designing a project that is attached to one of the old workshops on the ground floor level.

The building, 80 meters long and 12.50 meters wide, resembles a small dwelling unit built on stilts, three storeys high and covered with a self-contained roof terrace. The vertical entrance and traffic block is part of a wing rejected in the rear façade. The internal organization meets the constraints of the manufacturing process. The circulation of the cloth and of the pieces of clothing is independent of that of the personnel, it was carried out by hoists and slides removed since.

On the roof terrace, Le Corbusier places the offices of the director of the factory and the administration as well as an archive room and a meeting room. Technically and plastically, the manufacture succeeds the alloy of a concrete skeleton and two blind gabled walls in reused pink sandstone. The ceilings are painted with brightly colored rectangles. The resulting contrast of materials and colors places this work in the filiation of the villas of the 1930s, which already foreshadowed the Brutalism of the post-war years. The largely glazed workshops are protected by concrete solar shields which play an aesthetic as well as a functional role. These were the first realized in France, in the work of Le Corbusier, only a few months before those of the Unité d'habitation of Marseille.

The Manufacture of Saint-Dié-des-Vosges, Claude and Duval factory is a textile factory still in operation today. The company mainly manufactures luxury, mesh, women's products. She collaborates with the great names of French, Belgian and American haute couture.

L’industriel Jean-Jacques Duval confie à Le Corbusier, en juillet 1946 la reconstruction de sa bonneterie, fondée en 1908, détruite aux deux tiers en novembre 1944. L’architecte saisit cette occasion pour réaliser une  « usine verte » ce programme issue des standards de la Ville Radieuse et de la Charte d’Athènes.
Le Corbusier réalise ici une construction entièrement calculée au Modulor, fonctionnelle, 20 % moins cher qu’une construction traditionnelle. La manufacture est reconstruite sur son site initial près de la cathédrale en ruine. Le Corbusier conçoit un projet qui se rattache à l’un des anciens ateliers au niveau du rez-de-chaussée.
L’édifice, long de 80 mètres et large de 12,50 mètres environ, ressemble à une petite Unité d’habitation montée sur pilotis, haute de trois étages et couverte d’un toit- terrasse autonome. Le bloc d’entrée et de circulation verticale s’inscrit dans une aile rejetée en façade arrière. L’organisation interne répond aux contraintes du processus de fabrication. La circulation du tissu et des pièces de confection est indépendante de celle du personnel, elle s’effectuait par des monte-charges et des toboggans supprimés depuis.
Sur le toit-terrasse, Le Corbusier place les bureaux du directeur de l’usine et de l’administration ainsi qu’une salle d’archives et une salle de réunion. Techniquement et plastiquement, la manufacture réussit l’alliage d’une ossature de béton et de deux murs-pignons aveugles en grès rose de réemploi. Les plafonds sont peints de rectangles de couleurs vives. Le contraste de matériaux et de couleurs qui en résulte situe cette œuvre dans la filiation des villas des années trente, qui annonçaient déjà le Brutalisme des années d’après-guerre. Les ateliers largement vitrés sont protégés par des brise-soleil en béton qui jouent un rôle esthétique autant que fonctionnel. Ce sont les premiers réalisés en France, dans l’œuvre de Le Corbusier, quelques mois seulement avant ceux de l’Unité d’habitation de Marseille.
La Manufacture de Saint-Dié-des-Vosges, usine Claude et Duval est une usine textile toujours en activité aujourd’hui. La société fabrique essentiellement des produits de luxe, en maille, pour femmes. Elle collabore avec les grands noms de la haute couture française, belge et américaine.

聖殿山衝突升級 3死400傷


星期五禱告活動結束後,以色列安全力量與巴勒斯坦示威者在東耶路撒冷聖殿山和約旦河西岸爆發衝突。以色列政府當天決定不拆除加裝在聖殿山入口處的安檢門。


(德國之聲中文網)據巴勒斯坦衛生主管當局報告,星期五禱告日後,在東耶路撒冷和約旦河西岸爆發的衝突導致3名巴勒斯坦人死亡,另有400人受傷。其中有多人生命垂危。


以色列安全力量在聖殿山外區開槍打死一名巴勒斯坦人,另有一人在東耶路撒冷老城附近被打死。引發衝突的原因是,7月16日,以色列警方在通往聖殿山的入口處安裝了一個金屬探測門,此舉引發穆斯林群體的強烈反對。他們認為這一舉措侵犯了他們的聖地。

被阻擋在外的禱告


以色列警方週五(7月21日)宣佈,由於擔心新的暴力衝突發生,只允許50歲以上的穆斯林男性和所有年齡的女性進入耶路撒冷的聖殿山地區參加星期五禱告。數千名以色列警察趕赴現場,以色列軍隊進入緊急戒備狀態。


巴勒斯坦代表呼籲穆斯林群眾參加聖殿山的星期五禱告。連日來,該地區已發生多次衝突。數以百計的年輕男子被阻擋在入口之外,只能在老城牆以外的大街上做禱告。此外,也有未獲得進入許可的穆斯林在約旦河西岸的軍事封鎖線前禱告。


據警方透露,週五的禱告後,穆斯林用石塊、爆竹和燃燒瓶襲擊警方。4名警察受傷。巴勒斯坦的消息則稱,以色列安全力量對示威者使用催淚瓦斯和射擊武器。


巴勒斯坦人拒絕以色列安裝金屬探測門的決定。但以色列強調,不希望改變現狀。這一安保措施是針對一週前聖殿山地區發生的血腥襲擊,當時造成2名以色列警察和3名阿拉伯襲擊者死亡。



阿巴斯請求川普立即干預


巴勒斯坦民族權力機構主席阿巴斯(Mahmud Abbas)請求美國對危機立即進行干預。巴勒斯坦通訊社(WAFA)的報導稱,阿巴斯是在與美國中東問題特使、川普女婿賈裡德‧庫什納(Jared Kushner)的一次通話中提出的這一請求。


報導引述阿巴斯德的要求寫道,"美國總統川普必須立即進行干預,迫使以色列撤銷對聖殿山的入口以及阿克薩清真寺門口的安檢做法",否則局勢可能失控。

聖殿山是猶太教最神聖的地方。猶太人耶路撒冷聖殿就位於此處:第一聖殿建於前967年,前586年被摧毀;第二聖殿建於前515年,公元70年被摧毀。猶太教一般還相信,這裡還將是彌賽亞到來時重建第三聖殿的地點。目前聖殿山準確位置也還不清楚,猶太人認為聖殿山就是現在阿克薩清真寺的位置。但是阿拉伯人認為,猶太人的說法很荒謬,因為猶太人從來沒有提供有效的證據來證實聖殿山就是現在阿克薩清真寺的位置。
伊斯蘭教2個重要的宗教聖地位於聖殿山:圓頂清真寺(建於690年)和阿克薩清真寺(建於710年)。聖殿山是世界上最具爭議性的宗教聖地之一。在1948年到1967年約旦統治東耶路撒冷期間,不允許以色列人進入耶路撒冷舊城。在1967年以色列占領了東耶路撒冷,限制巴勒斯坦西岸地區的人進入耶路撒冷。巴勒斯坦以色列對這個地方的主權爭議,一直是阿以衝突的關鍵因素。
